I think that I am following with what you are saying, but what do you mean by single frame resolution?

I'm referring to how far in Premiere lets you zoom.

The closest in resolution you can zoom to is one frame, and that's where I find myself most of the time, only zooming out more to move around in the timeline.

You know the control that lets you choose how much of the total timeline you see at once? It's in the lower left of the timline window in Premiere 6.5, not sure exactly where it is in PPro.

To do this scrubbing to find the beat, I'm always down at single frame resolution on the timeline. Anything else is too imprecise.
That is also the method I use for timming initially. Then when I watch it at full speed, if it seems a bit too late or too early, I use the buttons that advance it 1 frame at a time to adjust the cut forward or back, then play it back again, and repeat this process until its perfect.

If you have a particular part of the song that you want to isolate, try running a copy of the song through a pass filter, to get rid of the extra stuff on your waveform.

In premiere, you can have more than one audio stacked, so just place it, and turn the sound off for that one.
