It's safe to use, but not 100% correct. The thing still needs to consider cropping, and the pixel aspect ratio values for NTSC video are mismatched (it shouldn't be 72:79).
Basically, if you use the thing, you can expect acceptable results, but they won't be spot-on -- there will be some small amount of error. If this matters to you, don't use it until the bugs are worked out

I prefer a resolution of 592x320 for my 1.85:1 sources and 752x320 for my 2.35:1 sources. I've yet to work extensively with anything else, but if I ever need to encode at 16:9 then I'll choose a multiple of 256x144.
