Hello, is there any kind of plugin or stuff that makes a line by the voice ?

When no ones speaking

When someone speaks the line moves with the voice.

In Sony Vegas i would have no idea, however in After Effects you can do some expressions together with a plug-in called "Particular" to generate motion lines for audio.

you can download the ed for FLCL and just use that little red/orange graphic.

yooouuu could mask out a green line like that and just move the mask how you want.

youuu could mask out a straight vertical line and use the fx TV Simulator and JUST use the "line sync" part (taking it down however much you want the line to move) and then go to pan/crop, and rotate the picture so that the line is horizontal, and then zoom in however much needed to make it touch the sides of the video.

Lol, he wanted to sync the line with a voice, if he does the FLCL method he'll have to animate it accordingly

In AE, you can get some relatively decent results just using the Audio Waveform effect on a black solid. It's not the greatest effect in the world (doesn't give you many options for things like tapering), but it'd probably get the job done the quickest. Just keep in mind that it won't be able to isolate just one part of the audio. In other words, if your goal is to do the waveform effect for just a vocalist in a song, it's going to pick up the rest of the music as well.

I know this sounds pretty silly...

But I'd say your best bet would be to simply record windows media player playing your audio clip with 'scope' visualization and edit it from there.
