Project settings are mostly dependent on what you put in. If you put in DVDs it might be 640x480, 720x480 or 848x480, depends on what you did with it, but you might also work with HDTV RAWs (though we shouldn't) in 720p or even BD in 1080p or downscaled to 720p and then there are LOTS of other stuff (promos, web stuff, original animation, artistic purpose).
Because of this, AR and PAR differ case to case.
Only few rules that should help all the time:
- most anime is created in 23.976fps, so except a few exceptions you should go with that
- you should deinterlace before editing, so you can edit with progressive material (field order: None)
- full-resolution rendering quality should always be Best. You don't want to produce low quality stuff, do you?
Everything else is mostly good to go or you won't use it.
Rendering options should usually be the same as project settings.
