The only problem with that is not everyone is an outgoing happy go lucky person. There are relatively shy users around here too who only post to let people check out their AMVs and then just lurk away into the depths of the shadows... (Im one of them.)
There are also users who don't like to watch mainstream AMVs (which most of the Announcement forum consists of), avoid them because they know they won't enjoy them and only looks for the underdog AMVs (which is a rarity) and only replies to those. (Again, Im one of them)

And even if you do post, if you're alone you'll lose enthusiasm after some while when you see nothing's changed and nobody still replies.
OTOH if they see they can get some replies in Welcome threads (which are usually visited by at least a few people (from this community I am pretty sure me, godix, Kio and few others would visit it regularly to welcome newbies/scare them away) would reply and show the people they can get replies, which will lead to more active replies on boards.
I agree with this.
There is no guarantee if someone posts in someone else's thread, the other poster will do the same and reply back. There are a few people I know who would do that, but not many... and if a newbie does try and be active but still gets no replies in their own thread, they'll just lurk away back to youtube.
