Looks like Adobe After Effects to me, though I can't tell for sure since I don't use that program.

If not after effects, then search "film strip" in google images to look around for something you can use. I've seen quite a few youtube amvs lately using vegas and a film strip image to make similar effects

Place multiple clips on top of each other along the Y Axis, with black strips between them. Add a strip to the side of those. Then pan the pre-composition accordingly. Apply grain/saturation accordingly.
