My good friend, it is a lock. My abilities to determine a specific anime for such an article is slim to none at best.

Maybe you should save the image to your comp then upload to imageshack or photobucket.

Sorry, cmnalyn, the artstyle looks the same as the artist of You're Under Arrest but I don't know this anime.
