Youmacon allows any kind of Music Video (though MV is not implicit either) in it's contest. It also has a Video/Audio Track department and dedicated room that showcases all kinds of fan videos.

Instead of a new forum, how about you allow us to annouce "Other" videos in the annoucements forum bythemselves, but require there to be only one thread per person, and they can update that one thread with new videos each time, and only allow it to be updated once a month with all their new videos? For people who don't want to bother with the LAMV's or non anime videos, they can easily let the threads be igored, or could perhaps have a subforum in the annoucements forum where people can announce them, but put the extra restrictions I mentioned above. To me, this provides an equal balance of the focus to be mainly on AMV's, but allow those who wish to dabble in other areas to also see/critique their work as well. [And if doing all that or monitoring all that is too much work for the current mods, I'd be happy to regulate it, or I'm sure other members in this thread would take up the torch for it].
If that's too steep for ya, then just let us annouce them with our regular AMV's and get their opinions there in the thread with their other things? Ohwait... We're already doing it that way. :O
