I know there's a way to cut out a character and stick the figure into a new environment...But how do I do that exactly? I was told that Chroma Keying works if the background is solid but what if it's not a solid background. And as for Chroma Key, my version of Premiere does not come with that. The exact program I'm using is Adobe Premiere CS3 3.0

The best I think you'll be able to do is use the 16-point garbage matte.
What you're talking about is masking/rotoscoping/compositing, which is primarily the realm of After Effects
You could also use image key to do it, but you'd need to make a new mask for each frame (uses a white/black bitmap to tell premiere what areas to make transparent)
I use pro 1.5, but it should be pretty much the same

I knew that writing this would have been helpful at some point in time. 
Read this, it's a guide that teaches how to mask internally in premiere pro. It's kinda harder than with after effects or photoshop and results might vary in quality, but if that's all you have, go for it.
