Large Upload Request - Am I doing this right?

I requested a large upload and it said the request would take a few days to be processed. But I'm curious if I did it right. Under "Confirm Upload" it tells me there's an error, caused by either having not uploaded the video or the video was too big (i.e. the request). So what I want to know is, in addition to the written request, am I supposed to upload the video and then they press an "OK" button someplace? Or is it, I wait for a response and THEN I upload the video?
I just want to make sure I haven't been waiting around for days on end when there's a step I've missed.

I think you're just supposed to wait for them to figure out your reasoning (i.e. huge HD frame size, large frame rate, over 7 min long, etc.) to make sure you're not just encoding poorly.
