Also, can you improve 24p by blending adjacent frames, therefore doubling the framerate to 48p and generating smoother motion?

I'm not sure what you mean. If you blend adjacent frames, it would still be 24p would it not? I can only think of two ways to improve motion:
1. generate a special effect that creates the motion, and then export from your editor at a high framerate, like EasyAction by Pianos.
2. make your footage 24fps progressive, trying to ensure all duplicate frames are removed, then change the framerate to something higher [assumefps()], and edit/export at the new framerate, like in my amv Awakened.
keep in mind that playback can be an issue; I've only gotten my video to play properly when using VLC [for some reason that I can't figure out] and the higher framerate is only apparent half way into the video. [And obviously the footage will look sped up.]
I don't have any proof, but I think AMV editors have been using that second trick for quite some time, where they convert 24p-->30p for editing.
