How far is too far? the ecchi factor

i'm currently making a video for the song "fantasy" and while i have no explcit hentai scenes in the video i do have a question about 1 one my sources

this is not considered a hentai and there are some scenes that i want to use, but i'm not sure if they're within the range of appropritate material, if you've seen it you probably know what i'm talking about. I mean, if there are scenes where characters are having sex, but you don't see any genetalia,(and sometimes their clothes are still on) is that still okay? and i have seen this in other videos on this site that have not been removed. so if any1 could clear that up for me, that would be great, thanx in advance
