You don't do it through here. Each contest is independently run (except for VCA stuff). look here: http://www.animemusicvideos.org/phpBB/viewforum.php?f=5 for threads pertaining to the cons you're looking into. Most threads will have rules in the first post (unless they're just an additional topic about the same contest).
