Can someone recognize this anime?

I was looking at Death Steps AMV, and there is a clip that starts at 2:01 and ends at 2:09. It begins with some kid running up a hill carrying what looks to be an electric-powered, 6-barreled, 100-round standard XM124 minigun. And it ends with some blood flying through the screen.

Can someone tell me what the name of this anime is?
