help with an effect

ok i really wanna know how to do this effect

u see where the video has a bar going through it with another vid? like video overlay i think, i wanna know how u make that effect of vegas 6.0, if u can, can someone plz tell me?

Insert two videos, one directly under the other on two seperate tracks. The top one is the bar. Use the top videos event pan/crop window to change the videos borders so you get a "bar" of the right size.
