Rainbow wave of static? glitchy?

For some reason, my 2 good videos seem ruined by this annoying junk that rolls up the video. It happens when i render in huffyuv or xvid........ dont ask why because i dont know.... but i do know that i have gotten help and no 1 can fix it so far... If you have any ideas as to how to fix this, you could post or IM me.
