Stobes and Annoying Lines

I did a few searches on this, sorry if its a repeat topic, but I can't find a solution here...

I am using Adobe Premiere. I'm adding a strobe effect to a few clips, and these terrible horizontal lines appear (kind of like interlace lines) during the clips when i do this. My clips are fine normally, no such lines...i've seen the same thing happen on other people's amvs when they strobe, i'd really like to avoid this if i can.

Does anyone know a fix for this?

Make sure your project field order is set to "No fields (progressive)".
