Apperantly, dokool says it's the way the footage was broadcast...

I imagine the AVISynth filters <b>DeFreq</b> and <b>FFT3DFilter</b> would work pretty well for that kind of pattern noise.
I've never had this problem though, and I've never used DeFreq, so.
