"Implied Action" video

I can't seem to find a music video that's not exactly anime.
I tried using the super search, but considering I don't know much about the music video, I didn't get any good results.

Basically, this music video won "Best Implied Action" at AWA Expo. What year it was, I'm not sure. Either 9 or 10. Maybe it was 9.

I don't know the name of the video, or the creator (other than it's a "he" and he's pretty well known). I don't know the name of the song he used, either.

What I do know is that the whole thing utilized a rip-off DragonBall Z comic, and the editor used a lot of motion effects, and some editing in either ImageReady or AfterEffects.

He also used black bars over genitila to make them "grow", by stretching the black bars, and having in white text over it 'Implied action".

Anyone know where this video is? X|

I was just so frustrated because I couldn't remember the name of the comic when I used to read it. X|
