Ok I am useing Adobe Premiere Pro 7.0 I think.. It is the one that opens with the black horse on it O_O. Well any ways it wont let me change the frame size so my video is super small. Here is what it tells me.

Frame size: 720h 480v (0.900)<~~~( I wanna change that T_T)
Frame rate: 29.97 frames/second
Pixel Aspect Ratio: D1/DV NTSC (0.9)

Quality: 100 (out of 100)
Fields: Lower Field First
Audio Settings
Sample rate: 32000 samples/second
But it wont let me change the Frame Size. Fade out to black and many other things. Im kinda frustrated at it since I payed a lot of money for it. So any little bit of information that can help me is reall apreciated. Thanks in advance ^_^

You can't change the frame size and still export to DV. This is a limitation inherent to DV, not a shortcoming of Premiere. DV (at least standards-complient DV, and DV is one of the few formats/codecs where the standards tend to be taken seriously) can only encode 25 fps 720x576 PAL or 29.97 fps 720x480 NTSC. That's just how it works.
If you want to export to a different frame size you're going to have to specify something else for your export codec. You might also have to change your editing mode, if Premeire makes any format assumptions based on that.
I've never used Premeire, so the only solid part of this advice is the part about what you can and can't do when encoding to DV.

Your video editing mode (I believe this is on the first tab of the settings) should be Video for Windows, not DV. If it's set to DV, you'll be restricted to 720x480 or 720x576, as rose4emily said.
Also, if you've already created the project file and you're trying to change the project settings, then you're out of luck -- Premiere Pro doesn't allow you to change the project resolution in the middle of a project, so you'll have to create a new one.
