TMPGEnc creating "skippy" MPEG2 video?

I'm encoding something to MPEG2 for a convention. My source is uncompressed RGB. I'm using TMPGEnc.

Now, after the encode, the video looks fine but it has very small but noticeable "jumps" as time progresses. The jumping is left-to-right. I thought it was a field-order issue. I tried each frame order, no dice; source progressive or interlaced, no dice.

Any ideas?
