wma files are audio
i suppose you could convert wma to wav with this then try to use audio editing programs (audacity is free) to remove noise, normalize, or filter bandwidths and such. but it can't recover quality lost through the original wma compression.

if you mean wmv (video) files, you can directshowsource it to virtualdub with avisynth and apply cleaning scripts before recompressing it, but again you can't recover quality lost through the original wmv compression and you may end up losing more quality through the recompression.
