scanlines are ruining my video!!

I have just finished making a video using DVD footage I ripped and ran through AVISynth. When I export it from Premiere i saved it as uncompressed RGB (HuffYUV was giving me RGB problems and i couldn't get any better results from using YUV) and no matter what filters i run it through i get problems with the scanlines. (well when i used msharp and msmooth at some crazy setting the preview in vdub looked good, but it crashed when i tried to save the movie). My version i ran thorugh MpegENC came out looking okay(as far as scanlines) but the rest of the picture quality was crap. Any ideas on how I can fix this?
