how do you create the flashing effect in some videos, i wish i could give a well known example offhand but.... anyways, do you just cut the clip extremely short when placing it together, or is there a special effect in the software that you use?

If you flash, just do 1-2 frames. Anything longer than that needs to fade out to look good. I usually do a 4 frame long flash and have it fade out, it looks nifty.
You can also do what's called a "Color fade", where the color fades in and fades out, so your rubberband(if you're using Premiere) in the clip would look somewhat like this: ^
Usually I make those 5 frames long, have it fade in for 2 frames, stay solid for 1, and fade out for the last two frames. It also looks nifty. =p
