OK, What can I use as an editing program?

yeah wmm is prety good for basic amv's , even if the interface is a bit anoying (do to thier only being one video time line) but its fine for "my first amv". oh and, good advice on vegas. allthough it is a bit pricy, you can get a load of that price with a student discount, and yeah, it does whip premiers ass like thiers no tomorow

Oh stop the vegas whoreage.
Uh yea... premiere sucks for stability (not every 5 minutes, no... but even once every couple of hours is too often).

if you look into video capture devices like 'dazzle' at software stores they will usually come with a lite version of some video editing program.
I'd purchased a miro dc10 card for about 50.00 (long time ago) and it came with Ulead media studio, a perfectly functional editing program.
Same deal with other stuff, just check and see if something has what you need as a bundle, then you can make a plan on how to get it. Mow lawns or something.
If your budget is ZERO then your options are really, really limited.
You can go to www.downloads.com and do a search for video editing programs, they will have a fair selection. Lots of demo versions.. at least you'll get to try before you actually buy anything. Premiere is probably going to get your the most available help, and tutorials to go along with it. Vegas is a good choice with about the same degree of learning involved. Vegas is about the same in terms of complexity compared to Premiere (both LOOK a lot harder to learn than they actually are.) You will however at this time find more books on premiere than you will on Vegas, that may change in the future.
Personally I'd recomend that you upgrade your computer to windows XP (making sure that the important software you have on it now will still run, word, excel, paintshop pro, and so on.) Then you can take advantage of all the free marketing programs that microsoft is pushing to get the platform off the ground such as windows movie maker.
Don't let others scare you off from it (WMM), there are quite a few people on the site that use it (Arigatomyna comes to mind) that have made a LARGE number of excellent videos.
Talk to the computer teacher at your school, he/she can get software at a very discounted price, and will sometimes have extras on hand that you might be able to purchase or make a deal for. At my school, we buy software in packages to take advantage of licensing, so sometimes there are extras. (that's how I got Lightwave, Photoshop, and the Digital video pack) Your school might work the same way.
