A Different Premiere Pro Problem, I swear

Alright, I really am sorry to keep bothering the forums with my questions, but when I do anything to alter the speed of a clip, it looks like this:

This is after I converted to MPG, but it looks roughly the same as the AVI Premiere spits out. It is probably just a FPS or layering or something along those lines problem, any help would be appriciated.

I dunno about pro, but in the older one, you need to right click the clip and go into... um... video something... and somewhere theres an option that says "deinterlace when speed is below 100%" and you need to uncheck it.

Check out if you're doing any field rendering... Like Upper or Lower field first. You should have it set to no fields...
