Weird Exporting Result

how come when i export my videos... sometimes, colors appear on the very bottom of the video (probably about 1px in height)?

sometimes, the video's size seems to be moving up and down from the bottom of the video...

If you slowed down the video clip then Premiere will by default attempt to deinterlace the footage. This is possibily the cause of the line on bottom. Is the video quality also messed up in general? If so go here to fix the deinterlacing problem.
