are MPEG-4 videos faster or slower on premiere than MPEG-1 videos?

Infinitely slower, A.K.A Premiere will crash with divx/xvid.

would it be bettter and or faster if i used the mpeg-4 videos as avs files on premiere?

It would be better if you didn't use MPEG1 or 4 for your source files. Use DVD-ripped MPEG2 files or other decent sources.

lol. I find avi files best to edit with. Never screws up premiere

Good for you, that means you must never have tried using MPEG-4-based <b>(i.e. DivX, XviD, etc.)</b> AVIs in Premiere. However, Ermac's right: saying that AVI files never screw up Premiere is like saying that AVIs look better than MPEGs.
