At the bottom of each page, it says what I can and cannot do. One of these is:

You cannot vote in polls in this forum


Okay, I voted in the sppanda poll. So shouldn't this be changed to "You cannot create polls in this forum."? Unless there is some unwritten rule that any poll made by a mod or admin can be voted upon.
