Picture upload question

I've been wondering this for a while. When someone has a banner, member profile pic, or avatar that they want to upload, 'The Org' can get it straight from their computer without the member getting it hosted online. Why doesn't this situation occur when someone wants to have a sig image or other picture? I'm trying to get a sig image online but I lost my online hosting account and I can't get it back. :?

We've been considering some simple hosting when we get the new video server (soon). Not sure if we'll do it.
