Are videos like these, where anime is not used but rather visual novel pictures under (game) tags, eligible for convention contests?

It really depends on the contest. Youmacon accepted that video, and ACEN probably would. AWA should as well. So yeah, like Bashar said, it depends on the contest.

From .org's point of view, yes. Manga and VN are allowed as long as they are actually animated, eg: you have effects etc. that make it look like more of an animation than a simple slideshow.
