Sure. Guess #1: It´s a setting of the effect

Solution: Just render out a clip without the bars (crop please) and use it instead of your current footage. That´s all.
The beginning: I don´t like this grey mix. Would you like to try out some blending modes instead?

00:23 Definatly: Make it faster... The dynamic way. Maybe Sony Vegas is too slow (I think that it can only make velocity up to 400%?), but it could work. I´m not sure if it is because of the 16:9 bar (you´ll hopefully don´t have in your final encode), but the bar is just too big here.
