Last Exile is easily my top pick for 2003. Just drew me in so badly.
Kimi Ga Nozomu Eien (The Eternity you Wish for) is a close second. Never has a show that made me feel like shit with each episode been so entertaining.

Narutaru - yes this show rocks. It is just so fun and quirky.
Scrapped Princess - simply magnificent
Saikano - It's Gonzo with stripped down CG. And it works.
oh and for my pleasantly surprised award.... Heat Guy J
My Guilty Pleasure of 2003 is probably E's Otherwise. It is fun if not exceedingly original. I like teh rehased genre parodies that don't take themselves seriously enough to get too hokey. Hence why i like Gatekeepers and Nadesco.
for my screwier than Lain award we have Texhnolyze. Seriously, Lain was a headache the first time through but this is on an entirely different level of mind screwing.
