Hint: The Protagonist is featured in another Anime series
Hint 2: What you saw on the screencap was the garment worn on officer's heads in the anime however are seen rarely.

Anyways I think its actually not part of the Detective Conan series and rather just its own series as "Kid The Phantom Theif (Magic Kaito) (OVA)
