Its dead easy to get a great looking amv under 30MB. I cant understand why people find it so hard to get a decent looking amv under 10MB/second. I do it with ease (esspecialy now that I'm not editing with lossy anymore) and all I do is fullow the xvid guide in Read <a href=http://www.a-m-v.org/guides/avtech31/>ErMaC & AbsoluteDestiny's Friendly AMV Guides</a>. With game footage however things will probably need to be bigger as any resolution bellow 800x600 will look prety ugly and games generaly have more dietail per image than anime.
