EU does have a rotating system about 'chairman'. However, any laws must still be passed by a majority vote and rest of EU will not bend over to Berlusconis crackpot ideas. One german politician actually said that there is an invisible line between Italy and rest of europe. Irregardless of politics or nation, though, it's an amusing bit of stupidity, in my opinion.
Besides, many newspapers do bogus news about EU to boost their sales. Recently one paper wrote that EU would ban barbequing in Finland, which was of course a load of bull.
