I thought nonsense/made up words have been allowed in the past so long as the words don't have any meaning that can be translated into a known language? Otherwise I don't really see a difference between "noot noot" and a song with someone singing "la la" or "bum bum ba-dum"

Adherence to the qualifications for the instrumental category is judged on a case-by-case basis, and in this case, the usage of the the sound has been judged to be more similar to that of a real word and is also visualized in text multiple times.
