Well, if you go over the local limit even for a few bytes, you're out... so well, it technically has a negligible amount of weight but it still sums up to the total.

they should not have a limit, nubiles aren't going to finish uploading an uncompressed file, and will find out it needs to be compressed, non-nubiles will have breathing room for meps and special cases, everyone is happy. The limit exist to make sure people don't start abusing the org storage...
...and it's possible to make a large upload request for the special cases like meps and so on.
If you want HD that badly, put the HD version on some other host and use a direct/indirect link in the progile, leave the local for a lower res.
