Well, if you were in the same college system as me, you could grab the DV500+ & Premiere for $250, not a bad price.

Well, I've used MGI videowave. It's by no means as powerful as premier, but it's very cheap and got me through my 1st few videos. It's also just as simple as WMM, but with more features (not many more, buts its gives a good bang for your buck.)

Seriously, Cinelerra is pretty full-featured. I'd say that it's competition to Premiere in capability (if not in usability; Cinelerra is decidedly user UN-friendly, and its stability leaves a bit to be desired -- some of the debug sessions I've had with it are a mess.)
But if you're willing to put up with a few quirks (and what program doesn't make you put up with weird stuff?), you can get a very high-quality editing environment for free.*
* Or nearly free. Jamie Zawinski once said "Linux is only free if your time is worthless", and I'd tend to agree with that, to an extent. Linux is relatively easy to configure as a video editing environment if you're tech-savvy and (in some cases) know your way around a UNIX programming environment, but a lot of people aren't.
