If you're using static clips and clips with a lot of motion in the same AMV, try to add some motion to the static clips by zooming in/out or whatever. If you go from a moving clip to a static clip it's gonna look weird.

You don't want it to look corny though. And often times zooms that are added in can look kinda..weird. Just be careful when you do things.

I think you can use static clips even in an action amv. Maybe if you use track motion and stuff and some blur.

Yes, i think you can use them in an action amv, but if you want a great flow, imho, using clips that have lots of motion it's easier than using track motion ecc... Know your clips and the music well, study the anime you are using and the flow of your music. This may seem odd but don't use a English lyric song for your first. I suggest this because it helps you not get hung up on the lyrics and you can focus on the sync better.
On the subject of slower or static clips, effects are your friend, pan too.
