23 is rounding it down, 24 is rounding it up by .03. it'd be worse to go down to 23 as opposed to 24...

Sorry kenz but seeing as how I don't think you ever encode yer own stuff, and have godix do it for you most if not all the time, you prolly shouldn't talk about the tech aspects.
