Windows 98

For some reason it wont load the drvie D: driver, and wont read my CD-ROM setup disc as a systems disc, which it is.
So, at this point I have a completely empty HD -- a non-functioning computer. I guess I'll probably find someone around town who knows how to set up a computer, since I am lacking those skills. Unless someone knows of a guide somewhere that can tell you this step by step?

Sounds like you need a boot disc with dos CDRom drivers on it. I have some drivers sitting around here somewhere. All right, since the hard drive is already formatted, here's how this should go:
1. Download the Windows 98 boot disk from bootdisk.com (plenty of links up this thread). Make a boot floppy out of it. Why the Windows 98 boot disk? Because that ABSOLUTELY should have the DOS CD-ROM driver.
2. Boot up off the Win 98 boot floppy you just made. When it's finished loading drivers and all that, an "A:\>" prompt should be on your screen. Since the hard drive appears to be formatted now, change over to your CD-ROM drive. This should be "D:" or "E:", so type in drive letter: and press Enter.
3. Type SETUP, press enter, and follow the instructions.

Hmm...it might be a system restore disc...
Have you tried booting up off the CD by setting the option for it in the BIOS?
As for not being able to install a CD-Rom driver, that's probably because MSCDEX (the program that handle's DOS based CD-ROM stuff) can't find the specific DOS driver for your CD-ROM.
