I hate to be terribly predictable, but Neon Genesis Evangelion has my favorite animation style. Of course Sadamoto's outstanding with character designs, but I love the down to earth quality of Evangelion. It didn't have a huge animation budget, but that didn't hurt the animation one bit. I love the over-produced Evangelion posters and all, but I'd kill for some plain ones with casual Eva scenes in their down to earth style.
Look at all my trials and tribulations

As a fan of Dali and Kahlo, the anime that's come closest to my favorite style of art is Cat Soup...
Tree of Palme came quite close to capturing the Eurpeon style of comics I grew up on, mainly Mobius. Taiyo Matsumoto really captures that feel as well in the mangas No. 5 and Black and White
Oddly enough, the style of the Alien Nine manga really appeals to me as well.

Nobuteru Yuuki's work in the Escaflowne movie is probably still my fave style. Other than that, most of Kaji Morimoto's stuff (which he tends to blend 2d with 3d animation almost perfect imo, if you've never seen Noiseman: The Sound Insect, or Beyond from the Animatrix, I'd suggest checking them out).

Yep CLAMP is currently a quartet and have been for many years (though they started as a doujinshi circle with more).
I really like their older style (RG Veda, Rayearth, X) up through CCS. Their newer style (Angelic Layer, Chobits) is less attractive, I think, but still nice. I'm glad they've gone back a bit with xxxHolic and Tsubasa, and I pray we'll be seeing those animated someday.
I'm also loving Sadamoto's character designs, along with Takahiro Komori's work on Scrapped Princess. I loved Keisuke Watabe's designs for the Crest/Banner of the Stars series as well.
For animation studios, BONES has done beautiful work with everything they've done, and Bee Train isn't shabby, either. AIC's fallen off a bit in my eyes recently, though Gainax continues to put out nice-looking stuff. And of course, being the CLAMP fanboy I am, I can't fail to mention my adoration of Madhouse.
