If you're getting at bias in the hobby in general, then sure... but if you're talking about contest bias... you'll see it more with just simply using whatever new hit of the year has found it's way onto cartoon network.

the bias depends on the person watching... (weather they be a contest judge or no)

some will be biased against certain effects, and some wont...
some will be biased all effects or biased for effects and some wont...

in the end make what you want to make, if other ppl like it then cool, if not then oh well...

But to answer the OP, it will largely depend on the type of video whether effects are expected and demanded or not.

The obvious effects-y type videos are primarily in the action and dance categories. Also in certain dramatic videos and some comedies, depending on the music/audio.

But there are other categories where effects aren't used at all or very sparingly and if used are almost unnoticed by the viewer many times. Many romance, drama, and sentimental videos are effects-less (or at least seem that way). And some of my favorite action videos have no effects in them - it's all just great editing.

Certain types of music almost demand effects work to go along the video to add the extra dimension to the visuals. But the opposite can be true where a simple song would get overwhelmed by effects-laden video.

Effects are like the polish to most videos. A very good video can be made great with a bit of effects work. But a crappy video cannot be a great video no matter how many effects you pile onto it. And sometimes, just like on a car, polish too much and you end up making things worse.

I think what is more important is the concept of the video and how it's executed. If you get the timing right, use the right clips, don't mess up the technical aspects, and if the video concept is sound (i.e. solid, well-founded), then whether the video is a showcase for effects or not shouldn't matter.

Even as editors, there's a general sentiment that videos with nicely-integrated effects are better than those without. Part of it probably has to do with the perception that effects-laden videos have had more effort put into them or the like. For me, effects are like the icing on the cake; always nice, but not essential, and it's possible to overdo it.
