I used PLID music in my AMV, Obviously Yuki.

I saw this group perform at AnimeUSA, they put on a great show and the music quality was outstanding!

No. It is still illegal without explicit permission.

Please read the terms of the specific license chosen by PLID. Creative Commons licenses encompass a wide range of rights, and they range from pretty restrictive (http://creativecommons.org/licenses/by-nc-nd/2.0/) to totally permissive (http://creativecommons.org/licenses/publicdomain/).
