Ok fellas, I can't thank you enough for your help thus far...
So I tried upper and lower friends, correcting the output frame size to 704 x 480, and playing play speed with other stuff too. The problem remains, but Premiere's interlacer helps. Is there a more powerful interlacer plug-in? or a separate program that can help me here?
Thanks again

try this:
open your original clip in virtualdub.
Do whatever you need to do to make it look perfect.
Save as HuffYUV.
Open premiere. Replace the original clip with your now perfect clip.
Do nothing to your video. No interlacing, no deinterlacing, no fields.. nada.
Export that section as an hufyuv file (in the correct dimensions which you should have set when you set up your project). Did that fix the problem?
Q1- did you alter the clip in any way on the timeline other than trimming it?
Q2- does the rest of your video have the same issue, or it is just this clip?
Q3- what is the original framerate of your source footage?

Q1- No. I had originally altered the speed. I have since reset it to the original speed, and the problem has persisted.
Q2-It does, however, it appears to be varied in its degree. I'm not exactly sure how much, it's hard to tell.
Q3-29.970 According to Virtual Dub
My version of Virtual Dub, 1.6.16, doesn't seem to have any export when saving as an AVI. How do I save it as a HuffYUV?
Sorry! I truly am a noob with the technical side of all this!

Video --> compression --> pick your codec --> hit ok.
Save as .avi --> pick your location --> save

Once you've done that, or even before you've done that.. Take a look at the field options dialog. If this is checked, it will automatially interlace your video clip, regardless of your master settings. That's why I asked if it was just this clip.
<-- this button is death. Turn it off.
Let me know if it works.

Mine doesn't have it either BUT
The Virtual Dub thing worked. It looks AMAZING! Madbunny... wow thank you so much. You rock the AMV world and I really appreciate your help!
Thank you everyone else who helped out here, namely: Zarxrax, Gepetto, x_rex30 (for asking the question I was about to ask!).
I am going to go convert all my files now.
Can someone explain to me really quick what the hell was happening and how I can avoid it in the future? I mean this was fun and all, and as much as I'd love to do it all again, I'm sure you have better stuff to do with your nights haha.
