Submission bug - Unselectable conventions

Hi, I noticed that in the submission dialog for convention participation, some cons are unselectable. I assumed at first that this was to prevent fake-listings prior to the actual convention, but several of the cons that have this problem have already passed (notably to me, AnimeNext). Is this on-purpose, or a bug?
