How to resize an animation in Image Ready

Well I made a banner But its way to big. Anyone know how to make an animation that is (128,104 bytes)- to, 21,000 bytes? With full color. Cause I tried to optimize-resize, but the colors screwed up badly. Does anyone know how to do this!?!?!?!
