Avatars kb limit ?

I was looking and noticed that some people had avatars that are way bigger then the allowed 6KB.
Is that a glitch or somthing ?
Cause they have animated ones with a bunch of frames in it.
I have a pretty cool one at 80 x 80 20 kb.

If you link it from your own hosting the max size is 80 kb.
