Downloading anime- legality question

I have a question about downloading anime. I know that asking/revealing sources of downloading anime is forbidden, but what about websites that charge people to download subtitled anime. Here's a paragraph that is at the top of every anim downloading page

On this page of the website you will find links to direct downloads from the Japanese anime series "(anime)". All of the anime on our website, including this series, is from the original Japanese series and have only had the addition of English subtitles to make it easy for you to enjoy. It is our policy to not upload English dubs of any anime to respect the rights of the many great companies who bring anime out of Japan for us all to enjoy. Every episode has been sorted in to the season number that corresponds with which season it aired in, typically a season consists of 26 full episodes with around 52 episodes airing each year for longer series.

I want to know if the mention of this website, and others like it, is allowed, because it allows people to get individual episodes and sample many others that people would otherwise be unable to see. This particular website, and most I know of, cost a bandwidth fee, able to download a certain amount of anime(in a matter of size) per month. From what the bold says, I believe that the site is legal, but I want to know for sure before letting people know about this site.

... you're getting ripped off. :?

And no, it's not legal. Unless the website is actually run by the Japanese copyright holders (highly doubtful), it's still unauthorized distribution of copyrighted material, no matter whether it's subbed or dubbed.
